J. Peter Lark became the General Manager of the Lansing Board of Water & Light on July 16, 2007.
In his first year, Mr. Lark has established the BWL as a state leader in renewable energy and energy conservation. Within a month of taking over the reins at the BWL, he announced an historic, 21-year agreement to buy electricity generated by landfill gases, a source of renewable energy. Late in 2008, thousands of Lansing-area homes will be powered by this form of “green” energy.
Previously, Mr. Lark was the Chairman of the Michigan Public Service Commission. He was appointed to that post in 2003 by Governor Jennifer Granholm. In 2006-06, he authored “Michigan's 21st Century Electric Energy Plan,” which is considered a blueprint for Michigan's energy future.
Mr. Lark also served as an Assistant Attorney General under Attorney General Frank Kelley, beginning in 1979. Most recently in that office, he served as Assistant Attorney General in charge of the Special Litigation Division, which advocated on behalf of the Attorney General before Michigan Public Service Commission, the Federal Energy Regulatory Commission, the Federal Communications Commission, as well as federal and state trial and appellate courts. He has tried cases in numerous federal and Michigan courts, including the Michigan Supreme Court and the U.S. Court of Appeals.
In 2003, Mr. Lark was appointed by Governor Granholm to serve on both the Electric System Working Group and the Nuclear Working Group for the Joint United States - Canada Energy Task Force established by President George W. Bush and Prime Minister Jean Chrétien to investigate the causes of the August 2003 blackout. Lark also serves on the National Association of Regulatory Utility Commissioners Subcommittee on Nuclear Issues.
