Sandra Zerkle
Fourth Ward
Sandra Zerkle is the Fourth Ward Commissioner for the Lansing Board of Water and Light. She is the Chair for the Board of Commissioners and the Chair of the Executive Committee. She also serves on the Human Resource Committee and is an Alternate on the Finance Committee. She previously served as the Vice-Chair of Board of Commissioners.
Commissioner Zerkle has been a lifelong resident of Lansing. She graduated from Lansing Eastern High School and attended Lansing Community College.
Commissioner Zerkle has been employed 17 years at the AFL-CIO. She works in a federally funded displaced workers program with Michigan Human Resources Development, Inc. (HRDI). HRDI is a program to upgrade job skills for laid-off workers. Previously, Commissioner Zerkle worked at Job Corps for 4 years. Job Corps is a youth education and training program for low-income individuals. Commissioner Zerkle also worked for Michigan Bell Telephone Co. for 16 years and then transferred to AT&T, where she worked three years.
Commissioner Zerkle worked on Proposal C (insurance proposal), a successful statewide ballot proposal petition drive.
Commissioner Zerkle was appointed to the Board of Commissioners on December 4, 2006 and her term expires on June 30, 2012.
Dennis M. Louney
First Ward
Dennis M. Louney is a First Ward Commissioner for the Lansing Board of Water & Light. His term began on July 1, 2009, and ends on June 30, 2013. He serves on the Executive and Finance Committees and is an Alternate on the Human Resource Committee.
Commissioner Louney is the Government and Community Relations Representative for Delta Dental of Michigan.
Commissioner Louney’s governmental career includes that of policy analyst and legislative assistant with the Michigan Legislature (1989-2000).
Commissioner Louney holds a master’s degree from Western Michigan University and a bachelor’s degree from James Madison College, Michigan State University.
His current public service work includes: Vice-Chair, Ingham Regional Healthcare Foundation Board; Co-Chair, Lansing Economic Club and board member of Meridian Area Business Association Board.
He is a First-degree member of the Knights of Columbus Council No. 7816. He is a former Parent Teachers Association President for Fairview Elementary School.
Commissioner Louney is a member of the Haslett-Okemos Rotary Club, and in 2008 he was a Paul Harris Fellow with Rotary International.
A 25-year resident of Lansing, Commissioner Louney is married with two children.
Margaret A. Bossenbery
Second Ward
Margaret A. Bossenbery is the Second Ward Commissioner for the Lansing Board of Water & Light. She has lived in the Second Ward for almost 15 years. She serves on the Finance Committee and is an Alternate on the Human Resource Committee.
Commissioner Bossenbery has been employed by the State Bar of Michigan for the past three years as its Executive Coordinator. Previously, she worked for 20 years as a Management Analyst for the Michigan Supreme Court in the State Court Administrative Office and as a Policy Analyst for the Michigan Department of Corrections.
A graduate of Michigan State University with a Bachelor of Arts degree in pre-law, Commissioner Bossenbery is active in many volunteer activities in the Greater Lansing area. She is currently the Chair of the Capital Area District Library Board and serves on the Fund Development Committee of EVE (End Violent Encounters), Inc., and the domestic violence shelter located in Ingham County. She previously served on the board of the Girl Scouts of Michigan Capital Council.
Commissioner Bossenbery was appointed to the Board of Commissioners on March 19, 2009 and her term expires June 30, 2014.
Anthony W. McCloud
Third Ward
Anthony W. McCloud is the Third Ward Commissioner for the Lansing Board of Water & Light. He is a State Administrative Manager of
the Office of Prisoner Re-Entry for the Michigan Department of
Corrections. His career in Michigan Department of Corrections
spans nearly 30 years.
He holds a bachelor’s degree from Spring Arbor University.
Commissioner McCloud also attended the Michigan Department of
Corrections Competitive Leadership Academy in 2001, and a
leadership development program, with United Way’s Project
Blueprint, in 2007.
Commissioner McCloud was appointed to the Board of Commissioners on July 29, 2011 and his term expires June 30, 2015.
Marilyn D. Plummer
At-Large
Marilyn D. Plummer is an At-large Commissioner for the Lansing Board of Water & Light. Her term began on July 13, 2009 and ends on June 30, 2013. She serves on the Human Resource Committee.
Commissioner Plummer is Office Manager and Government Relations Consultant for Knight Consulting, Inc. of Lansing. She specializes in taxation and is a registered financial advisory representative.
Her governmental career includes Executive Assistant to State Senator Bill Bullard, Jr., and as a staff member with many Michigan Senate and Michigan House of Representatives committees. Previously, she worked for Michigan National Bank in Consumer Lending and Mortgage Accounting.
Commissioner Plummer’s current public service work includes:
Serving as Board member of Progressive Empowerment Education Resource Services (PEERS); Co-Chair of the Lansing Juneteenth Committee Celebration; member of Lansing’s Citizen Action Team for the South Side Community Center; member of the Mask Memorial C.M.E. Church, and Administrative Assistant; former member of the Greater Lansing Martin Luther King Holiday Commission (2006-2009) and City of Lansing’s Elected Officers Compensation Committee Board.
In 2008, Commissioner Plummer received the Community Service Award from the Negro Business & Professional Women’s Club – Greater Lansing Chapter.
Commissioner Plummer is a lifelong resident of Lansing.
David J. Price
At-Large
David J. Price is an At-large Commissioner for the Lansing Board of Water & Light. His term began on February 24, 2011, and ends on June 30, 2014.
Commissioner Price is the Executive Director of the MARO Employment and Training Association, representing providers of employment and training services for persons with disabilities and other barriers.
Commissioner Price’s professional career includes several key positions whose mission has been to assist people with disabilities. Among them: He was Assistant Director of the Michigan Association of Rehabilitation Organizations from 1987 to 1994, and was Project Director of the Michigan Association of Rehabilitation Facilities from 1983 to 1987.
Commissioner Price holds a Bachelor’s Degree from John Carroll University and has completed graduate coursework in Therapeutic Recreation at Central Michigan University.
An 18-year resident of Lansing, Commissioner Price has served on several statewide boards, including the Michigan Nonprofit Association Board of Directors (1994-present) and the Michigan Rehabilitation Association Board of Directors, 1985-1994.
His recent public service work includes: Board member and president, Charyl Stockwell Academy; Board member and Secretary/Treasurer, Glen Erin Pipe Band; and host family coordinator, Hosei University-Tokyo/Michigan State University Study Abroad Program.
Tracy Thomas
At-Large
Tracy Thomas is an At-Large Commissioner for the Lansing Board of Water & Light. He serves on the Human Resource Committee and is an Alternate on the Finance Committee.
Commissioner Thomas has been employed with the Waverly Community Schools for the past 20-plus years. During that time, he has served in building level administrative positions at the Intermediate, Middle and High Schools.
A resident of Lansing and graduate of Michigan State University, Commissioner Thomas is very active in the Greater Lansing area. He has served as the Chairperson of the Westside YMCA, Chairperson of the Greater Lansing MLK Holiday Commission, on the Boys and Girls Club Executive Board, City of Lansing Traffic Board and numerous school ad hoc, strategic planning and bond committee initiatives.
Commissioner Thomas was appointed to the Board of Commissioners on July 12, 2008. His term expires June 30, 2012.
Cynthia M. Ward
At-Large
Cynthia M. Ward is an At-Large Commissioner for the Lansing Board of Water & Light. She is an alternate member of the Finance Committee.
Commissioner Ward is a professor at Lansing’s Thomas M. Cooley Law School. She joined the school faculty in 2002. In 2007, she was named Assistant Dean of Students.
Ward is a published author whose works include an article in the Howard Law Journal. She has authored other works, and has made numerous presentations on AIDS.
A resident of Lansing, Commissioner Ward served on the Lansing Parks Board from 2007-2010, and on the board of the Lansing Area AIDS Network from 2003-2009.
Commissioner Ward was appointed to the Board of Commissioners in October 2010. She will serve as an At-large Commissioner for the remainder of a term that expires on June 30, 2015.
