MINUTES OF THE BOARD OF COMMISSIONERS' SPECIAL MEETING

LANSING BOARD OF WATER AND LIGHT

The Board of Commissioners met in a Special Meeting in the Boardroom of the Administrative Offices, 1232 Haco Drive, Lansing, Michigan.

Present:

Commissioners Ronald C. Callen, Nancy W. Duncan, Ifield P. Joseph, Connie Marin, Diane R. Royal, and Nancy A. Wonch.

Absent:

Tim Haggart and Robin M. Smith

The Secretary declared a quorum present.

The Board met in special session to conduct job interviews for the position of Director and General Manager of the Lansing Board of Water and Light.  Chair Callen called the meeting to order at 8:30 a.m. 

Five finalists were interviewed for approximately eighty minutes each.  The interview order was based on a sequence number drawn by the candidates.  The Board asked the candidates a series of prepared questions.  The candidates were given the opportunity to address the Board at the end of each interview.

The candidates and the order interviewed were:

Joel W. Buck - Brighton, Colorado; Vice President, Generation Operations and Engineering, Tri State Generation and Transmission Association.

Robert J. Sprowls - Peoria, Illinois; former President, Central Illinois Light Company, Peoria, Illinois.

(The Board recessed for lunch at 11:30 a.m. and reconvened at 12:30 p.m.)

James P. Wiley - Eugene, Oregon; Director of the Electric Division; Eugene Water.

E. Leon Daggett - Kansas City, Kansas; General Manager, Board of Public Utilities, Kansas City, Kansas.

Sanford Novick - Jackson, Mississippi; former Executive Vice President and Chief Operating Officer, Mississippi Valley Gas Company, Jackson, Mississippi and Electric Board, Eugene, Oregon.

At the end of each interview, Chair Callen announced that no formal action would be taken at this meeting.  The Board will meet on June 10th to deliberate and select the top candidate, based on their independent ratings.  The Board will also authorize negotiations of an employment agreement.  The candidates will be notified of the Board’s decision immediately following the June 10th meeting.


EXCUSED ABSENCE

By Commissioner Royal, seconded by Commissioner Marin, that the absences of Commissioners Haggart and Smith be excused. 

Carried unanimously.

It was noted that Commissioners Haggart and Smith would be viewing videos of the candidates’ entire interview prior to the June 10th Special Board Meeting.

There were no comments made.


ADJOURNMENT

On motion by Commissioner Wonch, seconded by Commissioner Duncan, the meeting adjourned at 5:00 p.m.
