Investing Where it Matters – 1st STEP

One thing that the Lansing Board of Water & Light (BWL) takes seriously is investing in our workforce – developing our people and preparing the next generation for taking the energy industry to the next level. This goes hand in hand with engaging our community, which is how BWL’s 1st STEP – the School to Training and Employment Program – was established.
1st STEP brings in high school seniors to not only explore different career opportunities within the energy industry but also gives them a work-based learning experience to obtain the necessary skills to enter the workforce. BWL employees from various departments, like human resources, information technology, water production, utility production in the plants, diversity, equity and inclusion, and more, are paired with students and guide them through their working day, teaching them practical skills they can take with them after they graduate.
In addition to student workforce exposure, the main benefit for BWL is to introduce students to the utility industry. Unless they have family ties, students might not consider the opportunities available to them, whether in office careers such as finance and communications, or skilled jobs such as linework, construction or as an electrician. This becomes very important as we think about the increasing age of our workforce and how BWL will evolve in the coming years.
In May 2026, the program graduated 16 new students. Since its inception 19 years ago, 1st STEP has graduated over 160 students, hired more than 20 full-time employees and awarded over $327,000 in scholarships since 2008. In addition to real, on the job experience, each student graduates with a $2,000 scholarship to a college or program in Michigan of their choice.
When asked about the importance of investing in the next generation in the greater Lansing community, Dawn Plenar, Supervisor of Organizational Training & Development and Change Management said, “It’s an investment in the future of the Lansing community. By supporting students early in their educational and professional journeys, BWL helps create opportunities for growth, confidence and long-term success. Programs like 1st STEP help strengthen the local workforce, encourage community involvement and empower young people to envision brighter futures for themselves and their families.”
Students interested in 1st STEP must be seniors who have the eligibility within their schedule to work at BWL for half the day. As part of the application process, they must apply with a resume and cover letter that they discuss during selection interviews for the program. Treating students like any other applicant helps round out their senior year while allowing them to apply the skills they’re learning at school.
